This tournament is geared toward relaxation, fellowship and fun for all. With an 8 a.m. shotgun start, the tournament’s scramble format allows inexperienced golfers to join the fun as you will be paired with experienced golfers on a four-person team. Green fees, practice balls and cart are $94 for 18 holes with a $10 bag handling fee, and participants pay at the course on the day of the tournament. Rental clubs are $75, and the driving range will be open before the round. The course is located on-property just a shuttle ride from the conference hotel. It is recommended that players arrive no later than 7:30 a.m. Prizes for first and second places, along with individual prizes, will be awarded at the bar following play. Darren Coldwell – Bio
Darren Coldwell has a rich and diverse background, transitioning from a successful business owner to a proficient public servant. Darren’s education from the University of Montana likely equipped him with the necessary knowledge and skills to excel in his professional endeavors, providing a strong foundation for his career. His tenure as City Manager of Page, Arizona, since 2019 has been marked by notable achievements and contributions to the community. Darren’s career trajectory showcases his adaptability and leadership skills. Starting as a business owner in Lincoln County, Montana, he transitioned smoothly into public service as the County Manager for the same county before joining the City of Page.
Under Darren’s leadership, City Parks in Page have seen significant enhancements, likely contributing to the quality of life for residents and attracting visitors. The development of new biking trails aligns with contemporary trends towards outdoor recreation and promotes tourism while encouraging healthy lifestyles for residents. Darren’s efforts in improving the financial stability of the city budget demonstrate his fiscal responsibility and strategic planning abilities, essential for effective governance. Alexis Apodaca – Bio
Alexis Apodaca is the Mayor and Council Public Affairs Senior Manager for the City of Chandler, where she supports Chandlers elected officials, high-level external communications, and civic engagement initiatives. Alexis has been the staff liaison for CIVIC since it’s inception in 2021 and has been proud to see over 100 residents successfully “graduate” from the program and commit to learning more about their local government and how they can get involved. Alexis has worked for the City for 5 years, previously serving as the Government Relations Senior Program Manager and in the Neighborhoods division where she facilitated volunteerism opportunities and connected residents in need with opportunities for assistance. She is a graduate of the University of Oklahoma (Boomer Sooner!) and ASU, where she received her undergraduate and master’s degrees in public administration.
Tim Suan – Bio
Since 2021, Tim Suan has been the Deputy Town Manager for Wickenburg, overseeing Community and Economic Development, IT, Public Outreach, Recreation, Library, and Special Events. He also acts as Town Manager when needed among other duties. Tim previously led Community & Economic Development for the City of Page and the Town of Gila Bend. He also gained valuable experience in interim leadership roles for Public Works, Water & Wastewater, and Airport Departments through his career. Tim is actively involved in regional leadership, currently serving on the Board of Directors for Leadership West and the Arizona Association for Economic Development. He holds a Bachelor's in Political Science from Arizona State University, a Master's in Public Policy and Administration from Northwestern University, and is an Air Force Veteran.

Stephen Erno has more than 35 years of public service experience. In June 2022, he was appointed the Town Manager for the Town of Wickenburg, Arizona. Prior to Wickenburg, he served as the Acting Community Services Director and Neighborhood Services Manager for the City of Chandler, Arizona for six years. Stephen has also previously worked for the City of Avondale, Arizona, City of Glendale, Arizona, the City of Phoenix, Arizona, and the Arizona Attorney General’s Office.Stephen is actively involved with the Arizona City/County Management Association, previously serving on the board as well as being honored with its Associate's Award for Excellence in Leadership in 2020. He is also an active member of the International City/County Management Association. Stephen holds a master’s degree in public administration from Arizona State University and completed his undergraduate degree at Ottawa University.
Although Stephen is a Valley native, his off time is usually spent relaxing and enjoying time with his wife Jill and their sons Ryland and Nathan at their family cabin in Lake Arrowhead, California.

Stephen Pauken is an Ohio native and began his public service as a City Councilmember and Mayor in his hometown. After 16 years as an elected official, he decided to pursue a local government career in city management. In 1999, Steve began his career as a city manager in Colorado, and by 2006 he was working in Arizona, first for the City of Bisbee, and then for the City of Winslow. After a brief retirement, he returned to work in 2021 for the City of Bisbee. He is the recipient of the 2023 Gabe Zimmerman Public Service Award as a Community Builder. Kevin Phelps – Bio
Kevin Phelps serves as the chief executive officer for Glendale, the sixth largest city in Arizona. His responsibilities include managing day-to-day operations and policy implementation for almost 2,000 city employees, in addition to ensuring prudent fiscal stewardship for the city.Mr. Phelps was appointed in November of 2015 when the city was emerging from a financial crisis where it had been near bankruptcy. In 2023, Glendale is not only financially and operationally stable, but his leadership has resulted in the city reaching vast new heights with business growth. The turnaround has resulted in credit rating upgrades and a growing fund balance, achieved through policy reforms, growth of new revenue streams and financial stewardship.
He places a significant priority on creating a robust business sector by establishing Glendale as a major employ- ment hub. Glendale’s consistently recognized by business leaders as one of the most business-friendly cities in the Valley. This is evidenced by the more than $3 billion of private sector investment over the past several years.
One of his first steps after taking over was to establish a comprehensive strategic planning process which incorporated the City Council’s mission, vision and value statements.
One of Mr. Phelps’ passions is mentoring future public leaders. Combining his unique vast business acumen and extensive public service at leadership levels, he is dedicated to working to make a difference for the next generation. He is a frequent guest lecturer for students earning Master of Public Administration degrees at Arizona State University and Grand Canyon University. He also invests personal time in individual students looking to grow their academic experience. He attributes much of his own success in part to the role mentors played in his life.
Phelps serves on the Executive Committee for the Greater Phoenix Economic Council and is a member of the International City/County Management Association (ICMA). He has served as a board member of the Glendale Chamber of Commerce and as an Executive Board member for the Arizona City/County Management Association (ACMA).
Mr. Phelps’ prior government leadership experience includes serving as Deputy County Executive for Pierce County, Washington, Deputy State Auditor for the Washington State Auditor’s office and 8 years of service as a Tacoma councilmember.
He has more than 30 years of experience in the private sector as the owner of several different successful businesses, including being the founder and managing general partner of the Landmark Convention Center in Tacoma.
Mr. Phelps holds a Bachelor of Science Degree in Business Management from Western Governor’s University in Washington and he attended Washington State University majoring in Communications and Journalism.
Becky Tomaszewski – Bio
Becky Tomaszewski began her professional career as an Arizona Licensed Professional Counselor, working with Employee Assistance Programs. After a successful private practice and two years as a Peace Corps Volunteer, she moved to Charlotte, NC, where she worked for an Employee Assistance Program as an Account Manager. Missing Arizona, she returned to the Valley of the Sun in 2019 and now utilizes her counseling and account management skills in her current role as Client Manager for ESI, acting as a liaison between ESI’s Operations, Programs, and Employee Services teams, ensuring excellent communication and cultivating collaborative partnerships.

This past year, he has overseen an update to the Quarterly Performance Report as part of the Performance Management program, served on the Short Term Rental team, and enhanced oversight to arts and culture organizations in Scottsdale. He also serves as the Vice Chair of Membership for the Valley Benchmarks Communities, a group of 13 Valley communities that work to improve local government performance.Will received his Master of Public Administration degree from the University of Georgia and was named MPA Student of the Year. During graduate school, he worked as a Summer Fellow for the Montgomery County Council in Maryland, where he analyzed technology policy as well as conducted independent research on the Arts and Entertainment Districts. In addition, he served as the president of the UGA student chapter of International City/County Management Association.
Before his local government career, he accumulated over five years of experience working in arts and cultural non-profits in California, North Carolina, and Virginia as well as consulted for the Los Angeles County Department of Arts and Culture

Jenna Golab is the Arizona State Retirement System’s (ASRS) Chief Benefits Officer and has over 15 years of service with the State. In her current role, she manages the Member Services and Benefits Division, which is responsible for all direct interaction, member education, benefit calculations, and customer service to the 500,000+ members in the ASRS system with a goal of excellence in service to our membership. Jenna began her career with the ASRS while in college, starting off as an intern and then as the front desk receptionist in the Tucson office. She graduated from the University of Arizona with degrees in both English and Creative Writing and began working as a customer service representative in ASRS’s call center shortly after. Throughout her career with the ASRS, she has either worked on or managed every team in the Member Services division, earning her Green Belt certification and Project Management work experience along the way, culminating in her current role as Chief Benefits Officer of the agency as of December 2023. Jenna is a born and raised Arizonan and has found her passion in serving the public employees of this state with care, thoughtfulness, and providing the right tools for ASRS members to make the best decisions for them and their loved ones in retirement. Liz Morales – Bio
Liz Morales, Assistant City Manager with the City of Tucson, has oversight of public works departments which include: Department of Transportation and Mobility, Environmental and General Services, Housing and Community Development, Parks and Recreation, Planning and Development Services and Tucson Water. She has a long career working on housing and homeless policy and programs for over 27 years. Her roles include over 8 years as the Director of Housing and Community Development Department (HCD) for the City of Tucson and City of Mesa, served as Housing Choice Voucher Manager for the City of Phoenix Housing Department and Housing Administrator with Arizona Behavioral Health Corporation (ABC). Liz’s volunteer service includes serving on the Board of Directors for Arizona Housing Coalition, Arizona Behavioral Health Corporation and Arizona Forward. Liz has a Bachelor of Science in Business Management and a Master of Science in Counseling. Liz boasts of her family, which includes her husband Mark, with over 35 years of marriage, two adult children and two granddaughters.
Lee Grafstrom – Bio
Lee Grafstrom, has more than 33 years of experience in the sales tax field, including 25 years dealing with Arizona city and town transaction privilege taxes (TPT) under the Model City Tax Code (MCTC). He provides guidance to the 91 Arizona cities and towns on all manner of local TPT (sales tax) issues, as well as helping with budget and finance matters. He represents municipalities before the Municipal Tax Code Commission regarding changes to the MCTC; prepares ordinances, resolutions, and council memos for a wide variety of tax issues; and acts as the cities’ liaison to the Arizona Department of Revenue. Lee is a member of the City Tax Administrators Council (CTAC) and the CTAC Rulings Group, and he chairs the MCTC Review Committee working to simplify and modernize the MCTC. During the legislative session, Lee protects the financial interests of cities by analyzing bills to determine their potential impact on city revenues and procedures, providing technical analysis to the League’s legislative team for use in position papers, testifying as a technical expert before legislative committees, and helping to negotiate amendments and final language for tax and finance bills. Lee was the Tax Audit Supervisor for the City of Chandler for more than 14 years before joining the League in 2014. He began his career in state and local tax in 1991 as a Sales Tax Auditor for California in their Chicago office. Lee is an Air Force veteran with a bachelor’s degree in accounting from Illinois and earned his Master of Public Administration at Arizona State University.
Rosa Inchausti – Bio
Rosa Inchausti, a 30-year City of Tempe employee, has been appointed to serve as City Manager. Inchausti recently served as the Chief Deputy City Manager, overseeing the areas of Economic Development, Community Health and Human Services, Community Development, Information Technology, and Strategic Management and Innovation.
She began her Tempe career in 1993 as the city’s first bilingual Marriage and Family Therapist. Since then Inchausti has continued with her “firsts” as she advanced to be the city’s first Diversity Director, where she worked with City Council to create Tempe’s Anti-Discrimination Ordinance. She then promoted to the position of the city’s first Strategic Management and Diversity Director, where she spearheaded the wastewater testing for COVID-19 and opioids, advancing community health. In this position she also led the city in becoming a nationally-acclaimed “What Works City.” Additionally, Inchausti spent a year as the Interim Municipal Utilities Department Director while concurrently working as the Strategic Management Director.
In her new role, Inchausti will be the first female to hold the position of City Manager at the City of Tempe. She holds a Bachelor’s degree from Loyola Marymount University and a Master’s degree from Northern Arizona University. Inchausti has been a Tempe resident for over 30 years. She raised her two daughters in south Tempe and now resides in Tempe’s urban core.
Dan Olsen – Bio
Dan Olsen has been with the Town of Queen Creek since 2016 where he currently serves as the Deputy Finance Director overseeing the Town’s budget, accounting, and procurement functions. Prior to Queen Creek, Dan spent two years as the Director of Financial Services for Rio Rancho, New Mexico, Before that, he served 11 years as Comptroller for Weber County, Utah, and eight years at the State of Utah in various finance, accounting, budgeting, and auditing roles. Dan received an M.S. in Accounting from Brigham Young University in 1995. He has been a CPA in Utah since 1997 and a CPA in Arizona since 2019
Travis Pruitt – Bio
Travis Pruitt is an accomplished professional with a diverse Public Administration background spanning over the course of more than 20 years. With a Master’s degree in public administration, Master’s degree in environmental management, and a Bachelor’s degree in business administration, Travis possesses a robust educational foundation complemented by real-world expertise. Travis’ experience includes service with the City of Scottsdale, The U.S. Department of State, The Town of Gilbert, and the City of Bullhead City, in various Management and Administration roles and responsibilities.
Throughout his career, Travis Pruitt has exemplified a commitment to excellence, leveraging his expertise in public administration to effect positive change in the communities he serves. “I drive success and build value every day by listening to the story the data is telling me, leveraging technology solutions, and igniting a passion for success within those I work with”.
Tim Thomure – Bio
Tim Thomure is the Deputy City Manager for the City of Tucson with responsibility for multiple operating departments. He is a licensed civil engineer with 29 years of experience working in the public sector, private industry, and consulting. His expertise includes strategic planning, project delivery, and water policy. Tim also serves as an appointed voting member of the Water Infrastructure Financing Authority of Arizona, which is an independent state authority authorized to finance the construction, rehabilitation, acquisition, and improvement of water infrastructure throughout the state. Tim holds a bachelor’s degree from the University of Illinois, a Master of Engineering degree from the University of Arizona, and, with the support of his wife Christina, is pursuing a PhD from the University of Arizona.

Susan is a board member of the League of Women in Government. Susan was honored as MPA Alumni of the Year in 1998 by the University of North Texas for her contribution to local government. Mary Jacobs – Bio
Mary Jacobs is the Executive Vice President of Consulting Services for GovHR USA and leads the firm’s consulting practice. In addition to executive recruitment, she brings considerable experience and passion for strategic planning, organizational assessments and leadership development to the clients she serves.
Mary’s consulting experience includes organizational assessments, strategic planning and succession planning, and she serves as a strategic advisor and peer reviewer for a variety of other engagements. Mary’s recruiting experience extends to medium- and large-size local governments in Colorado, Nevada, Arizona, Florida, Illinois, Wisconsin and Virginia, from the City Manager level to department director and assistant department director positions. She is also leading GovHR’s development of an exclusive local government supervisory training program planned for 2024.
Mary has held leadership positions within local government for nearly 30 years. Her extensive leadership experience at the state and national level with the International City/County Management Association, the Arizona City/County Management Association, and representing the National League of Cities on a federal advisory committee has cemented a strong network of professionals across the U.S. and internationally. Mary’s work and passion for supporting women and young people in the profession has further contributed to her reputation as a highly respected executive among her peers.
Mary served as the Town Manager from 2017-2022 for Oro Valley, Arizona, a full-service community of nearly 50,000 residents in the Tucson metropolitan area. Among other accomplishments, she led the development of the Town’s first comprehensive economic development strategy, negotiated an agreement that led to the Town’s long desired and lucrative annexation of a resort property, and implemented policies that ensured the Town boasted its strongest financials in two decades. In addition, Mary brought a culture of process improvement, innovation and employee engagement to the organization that contributed to more than 40 employees obtaining “Green Belt” certification in the international LEAN management framework.
Mary also served as the Assistant City Manager for 17 years for Sierra Vista, Arizona, a similar sized community that is home to the largest military installation in the state. She introduced and oversaw a successful, on-going, comprehensive, organization-wide strategic planning process and led the development and negotiation of several military partnerships with Fort Huachuca for the provision of municipal services. Mary also championed the development of a community-based economic development strategy and led the implementation of the Town’s first economic development division. Prior to Sierra Vista, she spent six years in Massachusetts as Assistant Town Manager for the Town of Barnstable.
Mary is a trained facilitator, excellent communicator, and skilled at leading both government and non-profit organizations in developing short- and long-term strategic plans, organizational strategies, and financial and capital plans.
Susan Thorpe – Bio
Prior to becoming a Senior Advisor for ACMA, Susan K. Thorpe served for 38 years in local governments including serving as County Manager in Arizona, City Manager for two Texas cities and Assistant/Deputy City Manager for cities in Texas, California and Arizona.
Susan is a board member of the League of Women in Government. Susan was honored as MPA Alumni of the Year in 1998 by the University of North Texas for her contribution to local government. In 2011, she received the Outstanding Assistant City/County Manager Award from the Arizona City/County Management Association.
Susan holds a Bachelor of Arts in Political Science with a minor in Economics and a Master of Public Administration from the University of North Texas (UNT). She is a graduate of Harvard’s John F. Kennedy School program for Senior Executives in State and Local Government. Susan has been an ICMA Credentialed Manager since 2004.

Tim Pickering – Bio
Tim Pickering ICMA-CM, CEcD, serves as President & CEO for Interim Public Management, LLC, which provides interim department directors and city managers to cities and counties in the Southwest in which he founded in 2010. Prior to this endeavor, he served communities for two decades in the capacity of City Manager or CEO, including the Town of Fountain Hills and Salt River Devco, both in Arizona; Collinsville and Freeburg in Illinois; and Olivette, Missouri.
Mr. Pickering began Interim Public Management, LLC (IPM), in 2010 to serve local governments when a transition of senior leadership occurs. IPM quickly became Arizona's largest local government executive staffing service, featuring 250+ associates and has served 2/3rds of Arizona’s cities and counties. Beyond Arizona, IPM has served communities in Colorado, Missouri, Nevada, and Utah. In his role as President & CEO of IPM, Mr. Pickering specializes in providing the right interim personnel for each community’s unique management transition situation.
Tim previously served on the Board of Directors of the Arizona City/County Management Association (ACMA) and has continued to dedicate himself to serving ACMA by being its recreation coordinator hosting over 12 ACMA conference golf tournament and coordinating 7 winter hikes for ACMA. He was a driving force behind the creation of the Manager’s Corner, facilitating the first five sessions and has served numerous times on the ACMA conference planning committee. He has facilitated sessions on Managing Through Transition, the 5 W’s of Employment, From Roue to Vogue, Mistakes the Made us Stronger, Coaching Up, Down and Across, Professional and Office Attire and will be a facilitator for the Ethical Dilemmas session this year at the ACMA conference. Mr. Pickering served on the Valley Leadership Board of Directors in Phoenix as well and received the Dr. Leo Cohen Urban Management Award. He is a 35+ year member of the International City/County Management Association (ICMA) and has been a Credentialed ICMA Manager (ICMA-CM) for over 20 years.
He is a graduate of Harvard Kennedy School’s Senior Executives in State and Local Government program, and of the University of Oklahoma’s Economic Development Institute. He has been one of the country’s approximately 1,100 Certified Economic Developers (CEcD) for 25+ years. Additionally, he has lectured on administrative topics for graduate programs at Arizona State University (ASU). Mr. Pickering attended the ASU school of public administration and received his BS and Master of Public Administration from Southern Illinois University. Mr. Pickering and his wife Deanna are 21 plus year residents in the Valley and live with their dog Junior and puppy Gabby.

Andrea Sirois – Bio
Andrea Sirois, holds a master’s degree in public administration from the University of Arizona. She has been working full-time in the government sector with positions that include Management Intern, Management Assistant, Town Manager, and Executive Assistant. Andrea volunteers her time on mental health advocacy projects by serving on a nonprofit board, and facilitating as well as training facilitators for peer support groups. Andrea currently works at the Town of Oro Valley as an Executive Assistant to the Mayor, Town Council and Town Manager. This past year she became certified as a Mental Health First Aid Instructor where the Town is piloting a program to certify all managers and supervisors in Mental Health First Aid. Andrea recently got accepted into a program to pursue her state certification as a Peer Support Specialist to provide more resources and knowledge to her peers at the Town of Oro Valley.

Ian McGaughey has been County Administrator for Yuma County since June 2022 after serving two years as Deputy County Administrator. He has 19 years of local government experience, including serving as City Manager for Somerton, Arizona, Town Manager for Clifton, Arizona, a department director in Tribal local government in Alaska, and as an elected Council member for a city in New York. He has broad experience in the private sector, including small-business ownership, television communications experience, and public relations responsibilities. Ian holds a Bachelor of Arts in Communication from American University in Washington, DC, and a Master of Public Administration from Arkansas State University. He has been an ICMA Credentialed Manager since 2020.
Wayne Parker – Bio
Wayne Parker joined ICMA as the Mountain Plains Regional Director in March 2024 following a stellar 40+ year career serving local governments in Missouri, Kansas, and Utah. He most recently retired from his role as chief administrative officer of the city of Provo, Utah after 20 years of service to his community and brings a passion for community development, public safety, and innovation. He was the recipient of the ICMA Award for Career Excellence in Memory of Mark Keane in 2020. As the Mountain Plains Regional Director, Wayne serves as a conduit between ICMA and the multiple state associations across the Mountain Plains Region, which includes the states of Arizona, Arkansas, Colorado, Idaho, Kansas, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming. Wayne and his wife Julie live in Provo, Utah and have five children (including a son who is an assistant village manager in Illinois) and 13 grandchildren.
Pam Davis – Bio
For her entire career, Pam Davis has worked on behalf of communities to promote inclusion, partnership, and innovation. Pam is currently Assistant City Manager for the City of Boulder, Colorado. Prior to Boulder, she has served in four other cities: Sierra Vista and Goodyear, Arizona, and Fort Collins and Estes Park, Colorado. She is also currently the Mountain Plains Regional Vice President for the International City/County Management Association executive board and Chair of CivicPRIDE, a professional association dedicated to advancing LGBTQIA+ leadership in local government. Leading CivicPRIDE is her effort to be the person she needed when she was younger.
Pam holds a Bachelor of Arts in Government from Smith College and a Master of Public Administration with a concentration in Urban Management from Arizona State University, where was honored to be a Marvin Andrews Fellow.

Stephanie Zamora is the Senior Management Associate to the City Manager. She joined the City of Scottsdale in May 2022 after serving as Management Fellow in 2021. Stephanie earned a bachelor’s degree in anthropology and linguistics from the University of Arizona in 2017, and her Master of Public Administration from Arizona State University in 2022 as a Marvin Andrews Urban Management Fellow. In Scottsdale, Stephanie works with many city departments and staff to collaborate on innovative, sustainable, and equitable solutions. In particular, Stephanie works on creating education and career pathways to public service, leading the organization’s strategic plan, and working with community members on building a heat-resilient future. Stephanie has carried her passion for advocacy from non-profit human rights work to local government. Previously, she served as Public Information Officer for the Town of Guadalupe, earning an ASU President’s Medal for Social Embeddedness for her work during COVID-19. She also served as Director of Advocacy for the Colibri Center for Human Rights in Tucson.

Narda Flores – Bio
Born in a small town in Sonora, Mexico, Narda Flores is part of the City of Tucson team, fulfilling the role of Business Navigator under the Small Business Program. She obtained her degrees from the University of Arizona in Criminal Justice, Public Management and Policy, and a master’s in Public Administration. Pursuing a career in the public sector, Narda has always had the motivation for helping others. In her current role, she assists new and existing entrepreneurs through the struggles of starting and growing a small business. Narda is certified as a GrotwhWheel Advisor and has 4 years of experience working in this environment. She likes to spend her time cooking delicious meals and play with her chihuahua named Nikki.

Gisselle Coronado has called Tucson ‘home’ since 2014, she grew up in Hermosillo, Sonora and was born in Los Angeles California. Gisselle graduated from the University of Arizona in 2019 and is equipped with a Bachelors degree in Political Science with an emphasis in International Relations. Gisselle is passionate about helping others and advocates for thriving communities. She has worked with various organizations around Tucson, most notably AmeriCorps, the Pima County Community Action Agency, where she helped people secure financial aid to help tenants pay rent during the COVID-19 Pandemic, and SWK where she worked with migrant minors to help reunite them with their family in the U.S. Gisselle joined the Economic Initiative Small Business Program in 2023 and since then she has dedicated her time to assist the entrepreneurial community, specifically underrepresented communities. In addition to this, she co-runs a small business with her family, where she has gained the knowledge and skills to be able to assist business owners.

The Arizona economy kicked off the new year in solid shape. The labor market has normalized somewhat, with quit and hire rates back to pre-pandemic levels and steady job gains. Even so, the state unemployment rate is near historic lows. Phoenix inflation has moderated and is below the national rate. Real income growth has accelerated but retail plus remote sales have lost momentum. The housing market remains stressed, with rising home prices and elevated mortgage interest rates taking a toll on housing affordability. Although Stephen is a Valley native, his off time is usually spent relaxing and enjoying time with his wife Jill and their sons Ryland and Nathan at their family cabin in Lake Arrowhead, California.
George W. Hammond – Bio
George W. Hammond is director of the Economic and Business Research Center in the Eller College of Management at the University of Arizona. He has decades of experience analyzing and forecasting state and local economies. His analysis has significant influence, reaching thousands of decision makers each year through conferences, publications, and press contacts. These have included NBC Nightly News, the Wall Street Journal, the Washington Post, the Boston Globe, and local media.

This session will provide an update for Members on a variety of timely legislative issues. Representatives from the League of Arizona Cities & Towns as well as the County Supervisors Association will provide an overview of the 2024 legislative session and explain the challenges and opportunities currently facing Arizona cities, towns and counties going forward.

René Guillen, Deputy Director, League of Arizona Cities and Towns
René Guillen – Bio
René Guillen is a Deputy Director at the Arizona League of Cities and Towns. René was born and raised in Tucson, Arizona. He began working in politics in 2003 when he interned for the Arizona House of Representatives. He returned to work as research staff for the House in 2005. In 2010 he began working for the League of Arizona Cities and Towns and in 2011 he became their Legislative Director. In January of 2015 he became the Policy Advisor on Government and Transportation for Governor Doug Ducey. In the fall of 2017, he left the Ducey administration to join the Town of Gilbert to serve as their Director of Intergovernmental Relations. In 2020 he left to rejoin the League as a deputy director serving under Tom Belshe. René has worked a wide variety of legislative issues including: HOAs, pension reform, illegal immigration, energy and water policy, transportation issues, deregulation, autonomous vehicles, occupational licensing, the sharing economy and local government issues. René and his wife Stacy live in Goodyear, AZ and have two children, Lincoln (8) and Charlotte (6).
Jacob Emnett – Bio
Jacob Emnett is the legislative liaison for the County Supervisors Association of Arizona. His duties include briefing Association membership on the Legislature’s actions, researching and reporting on topics of interest for Arizona’s county supervisors, briefing legislators and testifying before their committees, and staffing the Association’s meetings. He is a proud alumnus of Arizona State University. Before joining CSA, he worked for the state’s Department of Economic Security.

Cancellations must be received in writing prior to June 28, 2024, to receive a partial refund.
No refunds will be provided after this date.
Conference Cancellation
Advance registrants unable to attend the conference are eligible to receive a partial refund of your registration fee by sending a written request by June 28, 2024. If a written cancellation request is received on or before June 28, 2024, a $30 processing fee will be charged regardless of the reason for cancellation (including medical emergencies).
Registrants who are unable to attend the conference may appoint a substitute. There will be no refunds for any cancellation after June 28, 2024. Cancellations must be emailed to info@azmanagement.org. Cancellations will not be accepted by telephone.
